SECOR
Many small businesses delay the Small Employer Certificate of Recognition (SECOR) because it feels complicated, time-consuming, or unclear where to start.
Without a clear process, it’s easy to fall behind on requirements, miss opportunities, or face unnecessary stress during audits.
The process doesn’t have to be overwhelming. With the right structure and guidance, it becomes a straightforward process that strengthens your safety program, improves credibility, and positions your business for growth.
About SECOR
It is designed to help small businesses strengthen their safety programs while reducing workplace incidents and risk exposure. The program recognizes companies that take a proactive approach to safety and continuous improvement.
Process
SECOR is a certification pathway designed for small employers with ten employees or fewer (including shareholders) who are committed to improving workplace health and safety.
To achieve a certification, a company must demonstrate a commitment to implementing effective health and occupational safety strategies that support employee well-being.
This includes developing and applying safety policies, procedures, and controls, with at least 1 year of documented system implementation.
Benefits of Obtaining SECOR Certification

Financial Advantages
Companies that achieve SECOR certification may be eligible for a prevention rebate, which can include up to a 15% refund on Workers’ Compensation Board (WCB) assessment premiums.
This can translate into meaningful cost savings for employers who actively invest in workplace health and safety.
Stronger Market Credibility
While SECOR is not mandatory, it has become an important differentiator when companies are being evaluated by clients, prime contractors, and partners.
SECOR-certified companies are viewed as more responsible, safety-focused, and operationally mature—often making them the preferred choice in competitive bidding and qualification processes.
Community & Environmental Responsibility
Effective occupational health and safety systems don’t just protect workers—they also help safeguard surrounding communities.
By reducing incidents and improving risk management, SECOR-certified companies contribute to more responsible operations, supporting broader environmental stewardship and Canada’s long-term energy and infrastructure goals.

Requesting an External Evaluation
Once your safety program is in place, an external audit is requested through the appropriate governing body.
A qualified auditor visits your site to review, observe, and verify that your health and safety system is being followed in real-world conditions.
The audit follows a standardized evaluation process and requires a minimum overall score of 80% to pass.
This step serves as quality assurance, confirming that your program is not just documented but actively working.
External audits are conducted annually, and while long-term implementation is ideal, SECOR allows companies with as few as 3 months of documented policies and procedures to qualify for a 1-year certification.
At Success Safety Solutions, we prepare you so there are no surprises—ensuring your documentation, processes, and on-site practices are audit-ready and aligned with SECOR expectations.
